Everthing runs on one machine. So no router in between. I also checked
the firewall. Also with flushed tables the situation is the same.

I run CSS, TF2, L4D2 and DODS Servers. If there is a problem (a limit
or something else) mostly none of my server viewers return any data.
That might be a hint that something else is going wrong.
Do you have a stateful packet inspection routers in use? My ISP
provided router closes TCP connections if no traffic is sent on them
after a minute or so, so SSH sessions sat at command line prompt or
the rcon TCP link to my server are both closed.
It takes a few rcon commands for the client to realise there's no
connection and reconnect.
