No, not the community server scroll on main menu. It was abused a lot on L4D / L4D2. People added official L4D and L4D2 group ID's to their servers configs and had their servers shown for all the people who were within those groups. Same would happen if TF2 would get such feature. Official TF2 group id would suddenly be added to the servers out there.

It could work if there would be some sort of authentication like the servers identity has token but without such thing, no.
