I don't like servers that sell premium features that include extra speed, extra health and fake drops but you can't just report them for having something that you don't have or want to have at your own servers. Mods are allowed and can be used in good way for giving extra value to your server or bad way for making players pay for that extra value.
The stuff you mentioned in only a problem if player is ignorant and thinks that this is the free part of the game and only with paying you get the extra stuff. Servers sell premium features, valve sells premium feature aka full game tof tf2 so everyone can see how the new player who is just started might be confused and make a mistake.
