Yes, it does work, if you are running the correct kernel version (some releases were broken) and use the on-demand scheduler (performance may also work). You can check to see if a core is currently in turbo mode by looking for a "cpu MHz" that is 1 higher than the processor normally supports in /proc/cpuinfo -- 3401 instead of 3400 if you have an E3-1270, for instance.

Per Intel, there's no way to tell how the actual core clock when turbo is kicked on, as that is controlled by the processor and it does not report it via any interface.
