It's pretty obvious he is at least walling, but what makes you think he is using Cheat Engine, and not just private hacks (other than him saying so)? I am quite sure that CE is detected and if he was using it he will be VAC banned in a week. Is your server sv_pure 2? If not, he's probably just using custom materials.
