VAC is mostly automated, they don't care about demos or reports. Reportng a suspected cheater doesn't do anything else than just provides stats for Valve if the user has been successfully detected by VAC or not, after multiple reports have been received from the person who has been cheating. It may also help them to improve VAC. Valve employee on SPUF once said (J Burton) that reporting helps but did not specify how.

Well yeah, the whole community / support side of Valve is a shambles. I'd pity anyone banned based on J Burton's judgement.

The intelligent half of valve automated VAC. That'll do. Support can't handle the queries it gets, it's no surprise they just ignore what they can.

But, look on the bright side, if a cheater is so obvious 20 of you could tell, it shouldn't really be a problem. Just ban them from your server.
