Valve servers still have a bonus when it comes to all new players. That means regardless of how good or bad a Valve server is it gets priority when it comes to noobs, so those noobs in turn will then further boost the server's score by playing.
But the thing is... Quickplay has sent me (multiple times) to an empty Valve server when there were populated or semi-populated community servers available. I did not experience this issue before. It seems as though there's been a change in how it prefers servers. This is mostly evident when using quickplay in the morning or mid-day hours (in the US anyway). Even now at 4 PM I do a search and Quickplay considers ONLY Valve servers out of 365 that it found for me. Seem that empty Valve servers have a better rank than all the other community servers at the moment. At least the Valve server it picked wasn't empty this time.
