If we want our scripts to check if the servers are on quickplay (and if not, 
restart them), would it be sufficient to check if they are logged on?

No it's a bug within Steam/Steam backend itself. I currently have the
same issue on my servers, 3/5 of them. Restarting would fix that but i
suspect it will fix itself later. I've had this in the past too at times
like sunday, which is propably the most popular gaming day at the world.

Same thing happens with Steam client. When your loadout isn't available,
it automatically tries to connect to Steam for 30 seconds and always
fails. Restarting Steam client and going back to game will return
loadout, if not immediately, after couple of deaths.
