I believe the way it works (and this is just from personal observation so may be completely inaccurate) is that you start out with 0, maybe 100+. A positive score is labeled "Good" and a negative score is labeled "Bad". The scores are then changed according to what Mart-Jan Reeuwijk said earlier. A client blacklisting your IP doesn't affect your score. What I've noticed occasionally, though, is that GC will send me 6 players, my map will change to the map it requested, but then no one joins. When I run around and do some diagnostics, nothing seems to be wrong, then about 30 seconds later it will happen again. This goes on for some time before people actually start to get through, but by that time (from GC's perspective) it has sent me hundreds of players, and therefore I've lost thousands of standing points. This might just be some hard-to-find network bug on my end, but check your logs and see how many players have connected and then left quickly. If there's a lot of them, that could explain why your server is trending downwards fast.
