Fps_max applies if gl_vsync is set to 0, otherwise the fps is limited by the
GPU and its vsync setting (which you may have forcefully turned off via some
driver control, so don't do that).

fps_max is broken, all bug are related to high fps > 100

I really hope this does not turn out to be as horrific as the new CSGO
updates. Will be giving this a try in a few.

It looks like you have a 3rd party plugin (or haven't updated
fully), the correct binary is cstrike/dlls/cs.so . Make sure you have
updated your 3rd party plugins, most WILL need an update (and most have
updates available).

So, does appid 90 replace appid 4, which is HLDS on the Steam
Application ID list?

Are HL1 binaries for HLDM (hl.so or hl.dll) supposed to be
available
using appid 90? All I see are the ones for CS 1.6.

We have updated Counter-Strike 1.6 and Half-Life 1, this
update is mandatory.
The update will need to be downloaded using the steamcmd
tool, documented here:
https://developer.valvesoftware.com/wiki/SteamCMD
Use appid 90.

Changes in this update are:
- converted both games to using new Steampipe content system
- numerous exploit fixes
- CS 1.6 game play fixes
- upgraded GCC version for Linux build to improve performance
and stability

With the move to the new content system it will be
significantly easier to deploy fixes (and run betas) for our Half-Life 1
based dedicated servers.
