Thats because there is no -steam_dir and -steamcmd_script parameters in 1.6. It works different from CSGO, great Valve :)
Just look into the hlds_run script:

"-autoupdate")
AUTO_UPDATE="yes"
STEAM="steamcmd/steam.sh"
RESTART="yes" ;;


CMD="$STEAM +logon anonymous +force_install_dir .. +app_update 90 +quit";.

steamcmd directory must be inside the CS16 directory.

created/downloaded...
where is it looking for it?
