At a guess, update hlds_run to point to the correct location of steamcmd.sh

Just look into the hlds_run script:

steamcmd directory must be inside the CS16 directory.

I cannot see anywhere "steamcmd/steam.sh" being
created/downloaded...
where is it looking for it?
