hldsupdatetool functions just fine, and for some games/mods you still
have to use it because some games are not yet available via steamcmd.
If you are running linux (this is the linux list, after all) you don't
use hldsupdatetool, you use "steam", the linux equivalent:
steam -command update -game cstrike -dir /home/cstrike
This works just fine for me. I also just now did it with the windows
version using hldsupdatetool, and it likewise worked fine.
However, you might not get the most current server, because cstrike has
been migrated to the new steamcmd platform, and I have not compared the
cstrike version from that to the old version. You should use steamcmd,
not hldsupdatetool, to ensure you are getting the most current server.
None of which tells you why it is not working for you. IDK why, it works
just fine for me. I can tell you, however, that hldsupdatetool works
fine and will download cstrike, although it may be out of date.
Try steamcmd and see if that works.
