CStrike isn't one of them, and using hldsupdatetool will get you and outdated version of the server that is open to several known exploits.
At some future point, hldsupdatetool will be disabled for it (like it has for Source games moved to SteamCMD)... I assume it'll be after the last HL1 games on SteamCMD have their betas end; as I recall: Team Fortress Classic, Death Match Classic, Opposing Force, and Ricochet are still in beta. Counter-Strike: Condition Zero may also be in beta, I'm not sure.
