This list isn't just for announcements. This is for server operators to talk and exchance ideas. I thought this is also a great way to make a request as a server operator since many people wished it last year and year before that.

Feature requests should be done on Valve's github, where they track all
issues and feature requests for their games. This mailinglist is for
announcements from Valve and arguably also for discussions about the games
for us server maintainers.
