Depending on the game, he could easily get 2-3 servers out of just 1GB on linux. CS:S peaks at ~300MB for me, where TF2 can go up to 500+.

4Mb/s of bandwidth will be the limiting factor here, I re-read and 4Mb/s will only get you 1 ~20 slot server if it isn't deathmatch.
