What version of souce are you compiling against? My guess to solve the
second issue would be to check and make sure the skybox is still present in
the directory; in the HDR shift it may have changed name or directory. I'd
also try refreshing SDK content, for the same reason.

I'm not a css mapper so this may seem like a dumb question, but is militia
the defaut cs skybox? If so, it may be showing the correct skybox even
though the specified version is missing.
