Thanks for your help Matt.  I tried it in index.dryml for my Issue
model like this:

<index-page>

<prepend-content-body:>
        <new-link-or-form model="&Issue" />
</prepend-content-body:>

</index-page>

and got an error:

undefined method `new_link_or_form' for #<ActionView::Base:0x541cd64>

Am I using it correctly?
