You can install capistrano on windows, I use it to deploy cavortify. I'm on Windows and I use it to deploy on dreamhost. I encourage you to consider the same approach. They have a good tutorial on http://wiki.dreamhost.com/Capistrano Have you enabled passenger & fast cgi in the dreamhost panel?
