I develop with Hobo on Windows using Aptana and deploy on debian.
Sometimes use Aptana on Ubuntu. Works fairly good, occasionally
something gets out of whack in the editor and have to restart the IDE.
Some plugins don't but everything I use works in Linux/Windows equally
well. Ruby/rails/hobo/aptana/cap/git is a good combo for either Win or
Linux. Am impressed at how well these technologies work across both of
those OSs.
