I don't know what kind of performance you need but I've had pretty good luck getting rails apps running at site5 and their prices are very reasonable.
of course setting up your own would be far superior if you have the resources. For linux server software I generaly start with clearos<http://www.clearfoundation.com/>. Its a great server os IMHO.
