The actual layout is inside your theme.   For bootstrap, this would be:

The whole point of Hobo is that it gives you the flexibility to adjust
exactly what you need to change, and nothing else.   So it's fairly
rare that you'll actually much boilerplate code like <html><head> in
your app..
