I'm working on a new project where user accounts need to be (ideally) setup 
by admin. Some users won't have email, so inviting is going to problematic.

The invite new user link on the admin subsite wants to email a invitation 
but I would like to change this so admin can add users with a specific 
username/password combo, without the need for email. In fact, I am wanting 
to remove user email from this site entirely.

Hobo's email integration seems to be buried pretty deeply in the internals 
(at least from my perspective). How do I start moving toward my goal?
