In v1.0.6 an off-by-one issue seems to have been introduced where
setting purge-policy = before-backup and backups-to-keep = 0 purges the
in-progress backup and generates a failure as a plugin cannot actually
generate any files. Any requested purge operation obviously needs to
keep the current active backup intact.
