The jpg here is 39k (the original hi res is more than 3MB).

INCREASED from 39k to more than 220k. I tried it with the same four
graphics programs i always use and they ALL resulted in a file more
than 5 times larger than the original one.

????????????

jpg IS what is used for compressing files.
that is its purpose.
gif is not compressed.
and even tho only 256 colors ...
as opposed to the 16 million of a jpg ...
they are always larger then jpg. ime.
i just tried it on a number of jpg ...
and they all increased by a factor of 4 or 5.

so ...
now i am confused. ;)
is there such a thing as a compressed gif?
i don't have one in paintshop pro.
