AFAIK http://tools.ietf.org/html/draft-ietf-6man-rfc3484-revise-05 was
the discussion to provide a delta update to 3484, so you'll find most of
the background discussion there.
But the delta got so big that
http://tools.ietf.org/html/draft-ietf-6man-rfc3484bis-01 attempts to
merge these changes back into 3484 to create one complete doc that
replaces the original 3484.
