How does your scheme deal with stub links, on which there are no HNCP
neighbours, just hosts?

How does your scheme deal with the following topology?

                      +---- B ---
                      |
  Internet ---- A ----+            Homenet
                      |
                      +---- C ---

where A is a non-Homenet DHCPv4 and DHCPv6-PD server, while B and C are
Homenet routers, wouldn't your scheme cause B and C to consider their
interfaces as internal?
