I've bought at least a dozen horns off of ebay in the past five years for both me and my students and all of them have been good. A couple were even great.
I only had trouble with one, and that was the one UPS lost in shipment!! It made it to the depot here in town, but was never delivered to me. If you stick to a known brand name you usually can't go too far wrong. I've never found one that needed a valve job yet, so all repairs have been easy - a couple of dents here or there - perhaps a lose brace to be re-soldered. Naturally, a known source, such as hornplayer.net, will give you a better horn. Osmun, Pope, BrassArts Unlimited are very good sources, as is horns a plenty.
