Let's talk reality, Let's talk reality here in this country because I don't know European rules. Let's also talk reality in professional auditions because I don't know diddly about amateur auditions except second hand from students.
Audition procedures vary from orchestra to orchestra but are agreed to and part of the CBA (collective bargaining agreement) between the musicians and the employer (what ever organization runs the orchestra). Those rules or procedures got to where they are today because of issues relating to unfair discrimination and on the spot firings in the 50's. They have evolved and changed over the years to address issues at individual orchestras that have arisen. There are always carpets to cut down on gender discrimination, there is always a monitor so your voice is never heard by the committee and there is a screen. If there are in equities at a professional audition there is a hotline and a person at the AFM responsible for addressing your complaint and he does. There is the objective who do we invite based upon resumes and experience and yes the guys that listen to everyone. Bottom line this is a marriage/partnership that after tenure is granted is extremely difficult to dissolve. Just like a union this is subjective. But past that the guys that do the judging (the committee) the guys that are the arbitors and the guys that are subjectively picking are also the guys voting on the contract. So the guys in the orchestra vote on the rules and procedures that are applied and along with wage changes vote on contract changes. Meaning you can talk until your are blue in the face, you can bring in whom ever you choose, do surveys but the guys doing the listening ultimately set the rules. We can talk about order of auditioning but as you advance in rounds the order changes.
