Dear Valerie, this video is from a welcome ceremony for the Russian president, when arriving in Syria (see flag & the tall & slim president Assad II).
Even a very modern Arab country, the tonal system there is very different from our concept of music. How they play totally distuned does not hurt their ears, as their own music sounds similar with their microtonality. A big difference to the Arab music is it, that Arab music is monotonal mostly, even they play the melodic line in octaves sometimes, the accompaniment be drums & other untuned percussion. If they have to play with harmonies, no wonder, they sound terrible to our ears. But it might not be the time, to be sorry for them, as some community orchestras might sound similar, at least if they start rehearsing a new piece for the first time.
