You've described all the symptoms of leaking valves. I don't need a compression test (we would do one anyway) to tell me that a twenty year old Paxman is sorely in need of a valve rebuild. Hanging after-market mouthpipes, etc., on a horn that leaks is a waste of money. Get the basic horn right and you'll be in position to experiment with modifications.
