"Play" the rest in your head and that should help with the mental problem. As 
Hans said, there's nothing to practice technically, just getting your brain to 
cause your tongue to play the afterbeats at the right time. Giving it something 
else to do on the beat should help. 

Since I had roast duck breast for dinner, I will give you this exercise. 

Set the metronome to 172, and say "Ente" on the beat. Once you can do that, 
transition to saying and then thinking the "En" part and playing the "te" part.
