First, when asking about pieces like this, it is helpful to give a
Koechel or Opus number, or at least the primary key of a piece, to avoid
the kind of confusion about which piece you mean. I think Hans got the
wrong one. Even if the original mention had been just "Mozart's D minor
Piano Concerto" then everyone would know -- there is famously only one.

Lawrence wrote:

I think it should be Bb alto but someone has pencilled in basso.

I disagree that the horn parts are Bb alto. I have heard them performed
only basso, which fits both the nature of this movement and conforms
better to the orchestral color of the D horns in the outer movements.
Remember, that horns in high crooks give a dramatically different color
to the classical orchestra than horns in low crooks.

It is KV466 in D minor.

Bb horn parts don’t go higher than top space E.

If this had been for Bb basso horn s the 2nd horn would mess with the bass
line
in bar #16. Look like B alto to me.

This is a very questionable argument. You may defend it if you like,
but before you do, remember that the bass line is for cello and
contrabass, the latter being a transposing instrument sounding an octave
lower than written.
