As I recall from seeing certificates at the local shop where I get minor repairs and maintenance done, there is a basic training program and more specific advanced courses in which those in the business can enroll. Of course, this is for 'generalized' training, meaning for all instruments, not just horn. If I were you, I might go down to my local music shop (that has a repair facility) and either look at the certificates on the wall for the name of the training program, or ask the technician how he/she got his training. I know this is not exactly what you asked, but might be a good starting point. These general repairers would also be likely to have more info specifically about horn repair and construction. Another option would be to throw yourself at the feet of an established constructor of horns and ask for a job. Would think such a job would pay little or nothing, since you would be learning the trade, so this may not be economically practical...
