David, your misspelling was not Anton Reicha instead of Joseph Reicha.
You mixed up things with Joseph Reiche, and that name was false again,
as the person with Reiche as family name was Gottfried Reiche.


 Definitel did Haydn write these two concertos, but only no.1 survived
as autograph, which I could hold in my hands once. 

Concerto HOB VIId no 3 is preserved as autograph. It is known to us as
Concerto no.1.

Concerto HOB VIId No.4 was mentioned in the early (18th cent) Breitkopf
catalogue (No.81) "Concerto da Hayden a Corno princ. 2 Viol, V. e B.
The copy by Mandyczewski is in the library of the Musikfreunde in
Vienna. This is the source for the Breitkopf publication 1898.
Mandyczewski received some copies from former Haydn orchestra horn
player Prienster�s family. So the authenticity is a fact. BTW: I owned
Anton Priensters application for the pension fund (Musikfreunde in Wien,
Haydn Societaet).
This concerto is known to us as the no.2 concerto.

The melody source was the common "melody reservoir" of Southern Germany,
