I have also seen this effect when a very thin layer of clear lacquer goes 
over nickel silver.  Often the solution is to lay on another layer of lacquer.  
The lacquer itself may still be intact, but may have become extremely thin.  
Either way, I agree that it is likely that the lacquer has become compromised 
somehow.
