You might try to contact Stuart de Haro. He apprenticed with Rauch, but I don't know if that means he has any more knowledge of the maker of this ring than anyone else. http://www.deharohorns.com/

He might be able to copy the ring, though I imagine it would require taking it off the bell. It might be easier just to replace it with a more "standard" ring if you are interested in experimenting with bell flares.
