Hi Harry, I don't think with these types of proposals they always have to cover everything. I think just having infrastructure mapped can sometimes help with peacebuilding, because then you can look are resources. A similar example that HOT has worked on is to map IDP camps in Haiti for example by having that information available the effected population can be more aware of what is going on.
There are also potentials for proposals where base data could be used to then start a large conversation.
