I can sort-of respond to this. I am not in Houston, but I have used Comcast's high-speed for several years in Denver. I have been very happy with it and its probably been down once (for just about 30 mins) in those years.
Hopefully, better days are ahead for Time Warner/Comcast. Currently, we're using Time Warner's Road Runner for our Internet feed, but in the past several months, it has been rather unreliable. It goes up and down like a yo-yo, and when you work at home, it really interferes with your work, especially when you're logged into a remote server. So we're looking at other options....what would you recommend? (Note: I'm aware that Comcast is taking over Time Warner....does anyone know if Comcast is any better?)
