I assume this is an exchange server?  Make sure it allows Mail relay.
Another thing to try is to remove the auth info from the cf
administrator and use the userid and passowrd attributes of the cfmail
tag.

When cfmail dies here at work, the first thing we check is to make
sure mail relay is enabled.

Also, a mail server can also be configured to only aaccept email not
only from an authenticated user, but also from a "trusted" IP
address..
