Single quotes on the date part fixed it:
UPDATE FAILUREREPORT
SET STR_DISPOSITION = 'SCRAP'
WHERE STR_DISPOSITION IS NULL
AND INT_PARTRETURNED = Yes
AND DT_PARTRETURNED IS NOT NULL
AND DATEDIFF('d', DT_PARTRETURNED, DATE()) > 30
