Check your paper settings, it should be at least coated, otherwise the machine might switch to draft anyway. Set the print quality higher. If only Turbocad screws up, turbocad might be sending HP-GL/2 files directly to the plotter, bypassing the driver, check the quality settings on the device, and, if present, Turbocads plot settings.
