As far as I know at least CUPS 1.1 requires a restart (or at least
a "reload" via SIGHUP) because otherwise the cupsd may not notice
possibly changed DeviceURIs of the hp backend and/or it may also
not notice a new backend (e.g. hpfax).

Currently I am working on a HPLIP upgrade from version 0.9.7
(which had /dev/usb/lp* USB DeviceURIs) to version 1.7.2
on Suse Linux Enterprise 10 (which is based on Suse Linux 10.1)
with CUPS 1.1.23 (in particular on AMD 64-bit hardware).
