I built HPLIP 1.7.4a as usual (i.e. like the versions before)
and right now I detected that at least the man pages failed
to build.
My RPM contains only
/usr/share/doc/packages/hplip/tech_docs/man_pages/index.html
and when I show it in a browser I get this output:

On the first glance I don't see errors regarding hplip.conf
in the logfile of my build but perhaps this is the reason:

Our build-system runs in a chroot environment and builds
the packages as non-root.

Therefore it installs the files under a sepearated directory
like var/tmp/hplip-1.7.4a-build and I have in my hplip.spec
----------------------------------------------------------------
%install
make install DESTDIR=%{buildroot}
----------------------------------------------------------------
which results that hplip.conf is created as
var/tmp/hplip-1.7.4a-build/usr/share/hplip/hplip.conf
and then installed as
var/tmp/hplip-1.7.4a-build/etc/hp/hplip.conf
