Because of the transparency issue: Is the original map file a PDF?

Even the missing path seems to be a transparency issue because

shows that either the path or the streets are transparent.

If the original map is a PDF, it seems to be no problem in the HPIJS
driver but more likely in the CUPS /usr/lib/cups/filter/pdftops filter
which may not support newer PDF versions which allow transparencies.

But strictly speaking it is even no problem of pdftops but
of the PDF itself (i.e. the software which makes the PDF)
because a PDF which is meant for reliable printing
should be in cmpliance to the PDF/X standard, see
http://en.wikipedia.org/wiki/PDF/X

To work around possible PDF transparency issues (and whatever else
nice new PDF features), print into a PostScript file from your browser
(usually just print into a file - the result is usually PostScript)
and then print this PostScript file.
