Upon further research it turns out that this was an SELinux problem with FC5.
I noticed some SELinux error messages in my system log so I disabled SELinux. At that point I was able to run "hp-makeuri xxx:yyy" where xxx:yyy are the bus id and device id's of my Officejet. I then deleted and re-installed the printer using "/usr/bin/printconf-gui" Everything (printing/scanning/faxing) works as advertised now.
