So, if there's a dependency on hpijs-ppds, it's not being properly
handled by APT.

Manually installing hpijs-ppds allows hp-setup to create a queue (the
location of the PPD must be hardcoded or something; it isn't looking to
CUPS), but the hp-sendfax GUI still refuses to rasterize the cover page
and sits around "initializing" until it times out

    error: Timeout waiting for rendering. Canceling job #315...
    error: Error, aborting.

or hangs forever "Processing fax file..." if you try without a cover
page with the same errors as before.
