Aaron,
When I query my installed packages I get this:
% rpm -qa | grep cups
cups-drivers-stp-1.1.21-4.1
cups-1.1.21-5.8
cups-libs-1.1.21-5.8
cups-SUSE-ppds-dat-1.1.20-104.1
cups-devel-1.1.21-5.8
cups-drivers-1.1.21-4.1
libgnomecups-0.1.13-2.1
libgnomecups-devel-0.1.13-2.1
cups-client-1.1.21-5.8
I don't see libcupsys-devel, but I see other devel packages for cups there. I'll look for and install libcupsys-devel package and see if that helps.
Anyhow, back to what happends when I run rccups status.
% /etc/init.d/cups restart
Shutting down cupsd done
Starting cupsd done
...and then I get the same message from hp-setup that posted in my previous email.
Thanks,
Timothy

Also you could be missing libcupsys-devel. Depending on the distro.
