Hi,

Here is a simple three point proposal that I hope will help formalize the
desires of any of the developers working on the project. For simplicity even
though we haven't decided to use an apache style system, it would probably
be simplest to vote +1 if you agree and -1 if you don't. I know that some
people have already voted but the archiving of this is working at
mail-archive so this can be recorded for posterity. The archive can be found
here: http://www.mail-archive.com/hsqldb-developers%40lists.sourceforge.net/

So please vote again, we'll let this go for a few days and see who votes and
than we can ping some of the developers that are listed on the project page
to see if we can get the view of all currently involved developers.

i) The adoption of a meritocracy that roughly following the guidelines set
out here: http://jakarta.apache.org/site/guidelines.html

This entails having the developers decide the direction as a group, and make
decisions as a group as opposed to have an official project manager. Always
there surfaces a project leader which Fred and Michael are now, but things
should still be able to move forward in anyone's absence.

ii) The strict use of mailing lists for discussions of development and
service of the user community. Most have agreed that mailing lists are in
fact much easier to deal with respect to managing the communication
channels.

iii) The use of a single module in CVS. Right now the 'hsqldb-dev2' module
has been started which is an aggregation of all the code that has been used
for releases so far. I have tried to do this accurately but any addition
input is welcome.

There are also a couple of issues that would be good to resolve:

i) Clarification of what the HSQLDB development group actually is and if it
is a legal entity. Did Thomas Mueller start this group or was it started by
this project

ii) Clarification of the license. How it differs from the original license
that Thomas Mueller attached to the code

I don't think that it's anyone's preference to fork the code. I don't
believe Mark Tutt wants to be involved anymore but Fred agrees and we should
make all attempts to get hold of Michael for his input.
