I guess the message they're sending is don't use our servers for anything
other than hosting a small amount of files, uploading and downloading.
So, instead of running the snapshots right on their server, we need
to do them on another system, and upload the resulting diff and tar
files to their server. It does make the rotation of old snapshots a
bit trickier though.

Normally I'd offer to set things up over here to roll the snapshots
and upload them. I have copies of the htdig-3-1-x and htdig-3-2-x
online here, so it shouldn't be hard to set up snapshot scripts here.
However, right now there are two issues that would make this a bad idea.
First of all, I'm planning a server upgrade in the next couple weeks,
so the less I need to disrupt during migration, the better. Secondly,
and more importantly, the Internet feed at our campus has been awful
the past week or so. The techs are working on it as we speak, but until
they get the problem resolved, we can't count on a reliable link.
